Airbnb Rules in Belfast: Tourism NI Certification and Planning Explained

Before you list a property on Airbnb or Booking.com in Belfast, it is important to understand the rules. Northern Ireland has its own requirements that are different from England, Scotland and the Republic of Ireland. This guide gives a plain English overview. 1. Tourism NI certification is required

Under The Tourism (Northern Ireland) Order 1992, anyone providing tourist accommodation in Northern Ireland needs a valid certificate from Tourism NI. Belfast City Council states that it is an offence to provide, or offer to provide, tourist accommodation without a valid certificate, and that this can lead to fines, imprisonment or both.

Certification applies whether you let a whole house, an apartment or a room, and it applies regardless of whether you have planning permission. The certification process looks at the standard of the accommodation and its facilities, so presentation and cleanliness matter from day one.

2. Planning permission may be needed

Belfast City Council advises that planning permission may be required to use a house, apartment, student accommodation or other premises as a holiday let. Whether it is needed depends on how much the use changes the character of the property and its effect on the surrounding area, for example neighbours in a shared apartment block or a quiet residential street.

If you are unsure, you can apply to the council for a Certificate of Lawful Use (Proposed Development), which gives a legally binding decision on whether planning permission is needed for your proposed use.

3. Check your lease, mortgage and insurance

  • Leasehold apartments: many leases and management company rules restrict holiday letting, so read yours carefully
  • Mortgage: a standard residential mortgage may not allow holiday letting without lender consent
  • Insurance: normal home insurance usually does not cover paying guests, so you will need specialist cover

4. Safety basics every host needs

  • Working smoke and carbon monoxide alarms
  • A gas safety check where there are gas appliances
  • Safe electrics and appliances
  • A fire risk assessment, fire blanket and clear escape routes
  • Clear house rules and emergency contact information for guests
